Crisis communication in Belgium: Belga and FirstHour.ai bet on AI for the first hour

On 16 July 2026, Belgium's national press agency Belga announced a partnership with FirstHour.ai, a Belgian AI-powered crisis communication start-up. The stated goal: help organisations react within the first hour after an alert, rather than several hours later. A signal that goes beyond crisis management alone, at a time when response speed is also becoming a regulatory requirement.

1. An alliance between the national press agency and an AI start-up

Belga handles media monitoring and press release distribution. FirstHour.ai, founded by Laurent Winnock (25 years of experience at AXA, bpost and ING) and Peter Otten, brings AI-assisted drafting, validation and message auditing. Together, the two partners are building an integrated ecosystem: from spotting an early warning signal to publishing a statement validated by a human.

2. Why response speed is becoming a regulatory requirement

Under the European NIS2 and DORA directives, communication tools are no longer treated as mere support software: they are now considered mission-critical systems for business continuity. During an incident, an organisation must be able to coordinate its response in real time, inform partners and authorities, and protect sensitive exchanges. The financial sector and critical infrastructure are the first to be affected, but this compliance logic is spreading more widely.

FirstHour.ai claims over 50 years of combined experience in corporate communication, paired with the speed of AI. The platform tracks reaction time, analyses the consistency and effectiveness of messages, and turns every crisis episode into measurable data for improvement. Two practical sessions are planned for 10 and 24 September 2026 to present the approach to Belgian organisations.
