Customer service automation

WhatsApp Business: service messages become chargeable for Belgian SMEs

8 October 2026·4 min read

Since 1 October 2026, Meta has been charging for service messages sent via the WhatsApp Business API beyond a free monthly quota of 1,000 messages per business phone number. Previously free within the 24-hour window opened by a customer, these exchanges are now billed at the rate set for the recipient's country. RetailDetail BE has reported on the impact of this change for Belgian online shops that rely on WhatsApp for customer service. For any Belgian company that has automated its replies on this channel, the economics shift overnight.

1. What actually changes

The change does not affect the free WhatsApp Business app used by most sole traders. It targets the WhatsApp Business Platform, the API that companies run through a technical provider to manage customer conversations at scale. Each business phone number gets 1,000 free service messages a month, a quota that does not roll over. Beyond that, every message delivered is billed at the rate set for the recipient's market, the same scale used for utility and authentication messages.

Utility messages sent within a conversation already opened by the customer, free since July 2025, move to the same per-message billing, according to Meta's technical documentation. The principle is consistent everywhere: you pay on delivery, not on opening a conversation.

2. A new cost for Belgian companies that automate customer service

RetailDetail BE, a Belgian retail trade publication, noted that this shift hits online shops first, especially those that built their after-sales service around WhatsApp, often through a chatbot or automated agent. Many sized this channel assuming it would stay free as long as the customer started the conversation within 24 hours. That is no longer true once monthly volume passes the quota.

For a company handling several thousand conversations a month, the quota can be used up quickly, particularly during order peaks or promotional campaigns. The cost per message is modest on its own, but it adds up across every reply sent, whether from an agent or an automated flow.

3. What to check before month-end

The first step is measuring the actual monthly volume of service messages sent through the API, a figure the company's technical provider can usually supply. It is also worth confirming that a payment method is registered with the provider, a requirement already in force since 30 September 2026.

Next, review automation flows to cut the number of messages per conversation, for instance by combining several pieces of information into one reply instead of sending several short ones. It is also a good moment to ask whether WhatsApp remains the right channel for every type of request, or whether some conversations would be better redirected elsewhere.

The AI lens, humans first

On this issue, AI can scan conversation logs automatically to spot flows that generate the most unnecessary messages, and suggest combined replies that cover several questions in a single send. It can also simulate the expected monthly cost under different traffic volumes. But deciding whether WhatsApp remains the right channel for a given company, and negotiating terms with the technical provider, stays a human call: it depends on the customer relationship, not just a cost calculation. AI executes. Expertise decides, and keeps watch.

This week

This week, ask your WhatsApp provider for a count of service messages sent last month, to see whether you are already past the 1,000 free quota. Then confirm a payment method is linked to your API account, since messages beyond the quota risk being blocked otherwise. Finally, review your automated flows to spot exchanges that could fit into one message instead of several.

The Vistalaro view

Vistalaro Build audits existing WhatsApp automation flows and simplifies them to cut the number of messages billed per conversation. Vistalaro Pilot helps the company decide, with the figures in hand, whether WhatsApp stays the priority channel given this new cost or whether to rebalance towards other customer service tools.

Do you know how many service messages your company sends on WhatsApp each month?

If the answer is over 1,000 per number, the bill has already started.
